Small Business Funding in Saudi Arabia for Digital and AI Projects (2026)
By Samia Zaman
Last checked: October 9, 2026. Programs change. Every figure below is from the program's own page or a Saudi Press Agency release, and the date is next to it.
If you run a small or medium business in Saudi Arabia and you have searched for a government grant to pay for a website, software, or an AI project, here is the answer nobody states plainly: there is no direct cash grant for SME digital or AI adoption in the Kingdom as of October 2026. 2026 is the official Year of Artificial Intelligence, Monsha'at and SDAIA ran an AI Week in eight cities in August, and the money still flows through financing, guarantees, wage subsidies, and free services rather than grants. This guide maps what is actually available, who qualifies, and what each one is good for.
The short version. Financing: Social Development Bank products from SAR 50,000 to SAR 10 million depending on the product, and SME Bank co financing through partner lenders. Guarantees: Kafalah, which lets a bank say yes to a loan it would otherwise refuse. People: HRDF pays 30 percent of a new Saudi hire's salary for two years, capped at SAR 3,000 a month. Services: Monsha'at's Mazaya discounts, Jadeer pre qualification, Academy training, and Innovation Center consulting, all free or subsidized. What does not exist: a Monsha'at or SDAIA grant for buying AI.
First, which size are you
Monsha'at's definitions decide which programs you can use. Micro: 1 to 5 full time employees and revenue up to SAR 3 million. Small: 6 to 49 employees and SAR 3 million to 40 million. Medium: 50 to 249 employees and SAR 40 million to 200 million. If employee count and revenue point to different categories, you are in the higher one.
Financing: Social Development Bank
SDB publishes its products and their ceilings, which makes it the easiest place to start.
- Entrepreneurs Financing: from SAR 50,000 to SAR 500,000 for startup assets and operating costs.
- Liquidity Financing: up to SAR 500,000 for businesses with annual sales under SAR 40 million, fully online.
- Excellence Financing: up to SAR 4 million for "innovative or technical projects," with a grace period of up to two years and repayment up to eight years. This is the product that fits a serious software or AI build.
- Ufuq (Horizon) Financing: SAR 300,000 to SAR 10 million for businesses with revenue under SAR 40 million, up to 60 months, with a 10 percent administrative fee and 3.5 percent annual service fee stated on the page.
- Information Technology financing (with NTDP): a ceiling of SAR 8.5 million tiered by revenue. SDB's page marks this product temporarily suspended as of our check. Watch it; when it returns it is the most relevant product on this list.
SDB also finances individuals and freelancers (cash financing up to SAR 200,000, assets up to SAR 300,000), which matters for a sole trader who wants to commission a product.
Financing: SME Bank
SME Bank does not lend directly. It co finances through partner banks and non bank lenders, runs an agency model through licensed crowdfunding platforms, and takes applications through its Funding Gate portal. Its own site publishes no product ceilings. Third party blogs circulate specific caps (a SAR 500,000 microloan, SAR 15 million working capital); those numbers are not on smebank.gov.sa, so treat them as unconfirmed and ask the partner lender.
Guarantees: Kafalah
Kafalah does not give you money. It guarantees part of a loan so a cooperating bank will approve it. You apply to the bank, the bank requests the guarantee, and Kafalah evaluates. Products listed on kafalah.gov.sa include Regular, Startups, Working Capital, Technology Sector, Export, and Consulting. Guarantee ceilings reported by partner banks run from SAR 2.5 million for micro enterprises to SAR 15 million for medium ones. Kafalah has passed SAR 100 billion in cumulative guarantees according to SME Bank. For a technology project, ask the bank specifically about the Technology Sector product.
People: HRDF employment support
If your digital project needs a Saudi hire (a developer, a data analyst, a digital marketer), the Human Resources Development Fund pays a share of the salary. The base is 30 percent of the monthly wage for the first two years, with 10 percent add ons for establishment size, non major city location, targeted occupations, and other criteria. The cap is SAR 3,000 a month or 50 percent of salary, whichever is lower. The hire must be a Saudi national aged 18 to 60, registered in GOSI for at least 90 days, with a wage between SAR 4,000 and SAR 15,000, in a full time role. Remote and part time roles are excluded. Apply between day 91 and day 180 of employment.
Services: Monsha'at
- Mazaya: a platform of discounted or fully subsidized services for registered MSMEs with an active commercial register. Software, cloud, and professional services appear here. The page publishes no discount percentages; log in and check the current catalogue.
- Jadeer: free pre qualification that produces an SDAIA signed certificate buyers accept. Listed perks include fee discounts at partner lenders. If you sell to government or large companies, do this first.
- Monsha'at Academy: free virtual and in person training with SDAIA signed certificates.
- Innovation Center: free consulting hours, incubation space, a UI/UX studio, and a cyber security lab.
- E commerce support: an accelerator, a training camp, and a program for craftspeople selling online. No amounts published; requirements per program.
- Tomoh: a community for fast growing SMEs with access to 37 services from 42 providers. Not a grant.
What SDAIA offers a small business
SDAIA's programs are about skills and standards, not SME funding. The Athka X academy launched eight new programs in July 2026, from prompt engineering to AI agent engineering, and SAMAI has put more than a million Saudis through AI awareness training. The National AI Index measures government entities, not companies. If you see a page promising "SDAIA grants for SMEs," it is not citing a primary source.
Two rules that change your project cost in 2026
ZATCA e invoicing phase 2. Wave 24 (VAT revenue above SAR 375,000 in 2022, 2023, or 2024) had to integrate by June 30, 2026. Wave 25, announced in July 2026, brings in businesses above SAR 187,500 from February 1, 2027. That threshold is the voluntary VAT registration floor, so effectively every VAT registered business is now in scope. Any software you commission for invoicing or sales must integrate with Fatoora.
PDPL. The Personal Data Protection Law has been enforceable since September 2024 and SDAIA had issued 48 enforcement decisions by January 2026. Any website or app that collects customer data needs a compliant privacy notice and consent flow. We cover the website side in PDPL compliance for small business websites in Saudi Arabia.
For foreign vendors and their Saudi clients
Under the Investment Law in force since early 2025, a foreign company no longer needs a MISA licence to invest in the Kingdom; it registers with MISA before engaging in investment activity. That applies to establishing a presence. A Saudi SME buying remote software or consulting services from an overseas vendor is an ordinary cross border purchase, and the overseas vendor still owes PDPL compliance for the data of Saudi residents it processes. Confirm specifics with counsel.
What this means if you are planning a digital or AI project
The practical sequence for a Saudi SME in 2026: size the project so it pays back from operations without subsidy, because no subsidy exists for the purchase itself; use SDB Excellence or Ufuq financing, or a Kafalah backed bank loan, for the capital; use HRDF to subsidize the Saudi hire who will own the system; and use Mazaya and the Innovation Center to cut the cost of training and tooling around it.
We are a US firm that works with businesses in the Gulf region remotely. Our prices are published, which is unusual on either side of the Atlantic: an AI opportunity audit is $2,500 credited toward any build, and software builds run $15,000 to $45,000 with a 75 day delivery guarantee. We set out what moves the price of a custom build in a separate post. The funding facts above are true whether or not you ever talk to us. If you want to see what a scoped build looks like, our Gulf small business website study audited 44 regional sites and shows the kind of findings a first conversation starts from.
Frequently asked questions
Is there a government grant for small businesses to adopt AI in Saudi Arabia?
No. As of October 2026 there is no direct Monsha'at or SDAIA cash grant for SME AI or digital adoption. Support comes through SDB and SME Bank financing, Kafalah guarantees, HRDF wage subsidies, and free Monsha'at services.
What is the maximum SDB financing for a technology project?
Excellence Financing offers up to SAR 4 million for innovative or technical projects. Ufuq Financing goes to SAR 10 million for businesses under SAR 40 million revenue. The dedicated Information Technology product (ceiling SAR 8.5 million) is marked temporarily suspended on SDB's page.
How does Kafalah work for a small business?
You apply for a loan at a cooperating bank. The bank requests a Kafalah guarantee. Kafalah evaluates and, if approved, guarantees part of the loan so the bank can lend. Partner banks report guarantee ceilings from SAR 2.5 million for micro enterprises to SAR 15 million for medium ones.
Does HRDF cover a developer or digital marketing hire?
Yes, if the hire is a full time Saudi national earning SAR 4,000 to SAR 15,000. Support starts at 30 percent of salary for two years, capped at SAR 3,000 a month, with add ons for small establishments and targeted occupations.
Does ZATCA e invoicing apply to my small business?
If your VAT taxable revenue exceeded SAR 187,500 in any year from 2022 to 2025, you are in Wave 25 and must integrate by February 1, 2027. Larger businesses are already in earlier waves.
